Housing Counseling Services, Inc. is seeking a Tenant Organizer to join a collaborative team who work with tenant groups in DC facing bad housing conditions, pressure to move, the sale of their property, and other threats to their housing. A primary role of the organizer is to help tenant associations understand and exercise their rights under the District’s Tenant Opportunity to Purchase Act (TOPA), which gives tenant associations the first right to purchase when buildings are for sale. The Organizer meets with tenants in their buildings and helps tenants through the process of exercising TOPA rights, ensuring all deadlines are met, collaborating with attorneys, local government agencies, interested purchasers, development consultants, and other necessary partners.
Salary/Benefits: $65,000-$73,000 depending on experience. Excellent benefits. Flexible hours that require evening meetings approximately three to four days a week.

Reporting directly to the CEO and serving as a peer to other senior executives, the CEIA plays a central role in shaping organizational priorities and ensuring high-quality program execution across a complex, national portfolio.
The Chief of CEIA leads a multi-division portfolio spanning community engagement and organizing, institutional accountability—including the community benefit agreement (CBA) lifecycle and fair lending strategies—membership and national convenings, place-based strategy integration, and the National Training Academy (NTA), which houses NCRC’s training, technical assistance, and capacity-building infrastructure.
Compensation: The budgeted salary is $210, 000 – $238, 000 commensurate with experience.

Manna’s approach is to perform development functions in-house through its development staff and partner closely with its sales/marketing and homebuyer education and counseling teams, with select joint venture arrangements.
Manna’s real estate functions occur in the Project Development department, which focuses on developing and building high-quality affordable rental and homeownership projects.
The Development Manager will help advance Manna’s strategic housing priorities, including expansion into local jurisdictions in Maryland and Virginia through preservation, affordable homeownership, and new development opportunities.
Compensation: The budgeted salary is $95,000 – $120,000 commensurate with experience. Benefits include health, dental, and vision insurance, disability, 401K, FSA, and parking subsidy.

The Director of Public Policy is responsible for leading the daily execution of NALCAB’s federal policy strategy including collaborating with national partners and coalitions. The candidate will coordinate meetings with government representatives, federal agencies, and others with an emphasis on the U.S. Congress and the Presidential Administration on behalf of NALCAB and its membership. Utilizing NALCAB’s Policy Strategic Plan with guidance from NALCAB’s board of directors’ Policy Committee, the Director of Public Policy will keep track of potential legislation and regulatory changes that will impact the mission of the organization. In addition, the candidate will work closely with the Chief External Affairs Officer, Chief Program Officer, and President & CEO to advance NALCAB’s policy goals. The Director of Public Policy will report directly to the President & CEO.
Position Type: Full-Time
Compensation: $113,400 – $144,900 annually
Location of Employment: Washington, D.C. This role involves a hybrid work model, balancing work from home (some days) flexibility with the need for regular onsite presence in DC and travel for events, potentially outside of the city.
