Housing Production Trust Fund

The Housing Production Trust Fund (HPTF) is the major tool used to produce and preserve affordable housing in the District of Columbia administered by the DC Department of Housing and Community Development. It is a special revenue fund that provides gap financing for projects affordable to low- and moderate-income households.

Who does it benefit?

The HPTF provides loans for a variety of purposes surrounding the development or preservation of affordable housing properties. This includes : pre-development loans for nonprofit housing developers; financing for site acquisition, construction loan guarantees, collateral, or operating capital; bridge loans and gap financing to deal with critical repairs and operating costs during redevelopment; loans to develop housing and provide housing services for extremely-low, very-low, and low-income elderly persons with special needs; loans or grants to finance on-site child development facilities; and grants for architectural designs for adaptive re-use of previously nonresidential structures.

It also supports non-profit housing advisors, mission-driven for-profit developers, and renters wishing to enact their rights under TOPA.

Why does it matter?

Often, a variety of financing sources are needed to preserve or create affordable housing units in the District. This creates a massive barrier to maintaining and expanding the affordable housing stock in DC, resulting in a need that outpaces available homes.

The HPTF allows for revitalization and stability within our DC neighborhoods. It supports renters becoming homeowners, builds wealth, maintains rent rates, and ultimately keeps DC residents in their homes. Additionally, the HPTF provides the necessary funding for the TOPA process, allowing this law to actually support DC tenants in practice. The impact of this fund is far-reaching, as 30,000-plus DC Residents live in affordable housing units supported by investment in the HPTF.

“HPTF is the cornerstone of any long-term efforts to have permanent, dedicated, affordable housing in the District.”

How it connects to our work:

The Housing Production Trust Fund is a key player in the advocacy work of the Coalition. As one of the main initiatives that protects and sustains affordable housing in DC, this trust fund is a constant focus in the Coalition’s working group discussions, budget recommendations, and general advocacy work.

What we're advocating for:

The Coalition advocates for both renewed commitment to HPTF from District Leaders and the creation of new tools or policies to support it.
