Serving as the District’s Workforce Intermediary

The Coalition serves as the District’s most interconnected workforce development intermediary, working to strengthen the relationships between job seekers, job developers, training providers, employers, and community partners across Washington, DC. Rather than delivering services directly, we focus on building the infrastructure that allows the workforce system to function more effectively and equitably.

We bring providers together to share strategies, align around real-time employer needs, and support career pathway development that goes beyond job placement. Through our flagship initiatives such as the DC Job Developers Network, we equip workforce professionals with the tools, knowledge, and relationships they need to help residents move toward long-term employment and economic mobility.

As an intermediary, the Coalition coordinates cross-sector efforts between workforce, affordable housing, small business, and community development partners because we know that when systems work together, DC residents are better positioned to thrive. Our approach is rooted in collaboration, informed by data, and focused on outcomes that build both individual opportunity and community resilience.

Collaboration

We believe that lasting impact comes from shared solutions. We foster collaboration among workforce providers, employers, and community partners to build a stronger, more connected system that works better for DC residents.

Continuum Thinking

We promote a shift in mindset from one-time job placement to a long-term, career-focused approach. We view job development as a continuum, supporting individuals at every stage, from initial readiness to advancement and upward mobility.

Capacity Building

We invest in the workforce development field by equipping job developers and provider organizations with tools, training, and peer networks that increase their effectiveness and impact.

Integration

We recognize that employment alone doesn’t ensure stability. That’s why we intentionally connect workforce development with affordable housing, small business support, and community development to meet residents’ full range of needs.

Data-Driven

We use data to identify gaps, respond to labor market trends, and continuously improve how the workforce system serves both job seekers and employers.

Community-Centered

We ground our work in the needs and lived experiences of DC residents, especially those facing the greatest barriers to employment, and ensure those voices shape the solutions we build.

Workforce Development Directory

The DC Workforce Training and Services Directory is a comprehensive resource on 38 organizations’ current workforce development training programs and services. Structured by industry, the directory includes sections dedicated to Business & Information Technology (IT), Construction, Healthcare, Hospitality, Law & Security, and Other. Directory users may search for programs, training, and services by industry or browse the comprehensive list of all featured organizations.

 


 

The DC Job Developers Network is a peer learning and collaboration initiative led by the Coalition that brings together job developers and workforce professionals from across Washington, DC. The network creates a space to share best practices, align with employer needs, and strengthen the field’s collective ability to support job seekers—especially those facing the greatest barriers to employment.

Through regular convenings, targeted professional development, and cross-sector partnerships, the DC Job Developers Network helps practitioners build relationships, exchange strategies, and adopt a continuum-based approach to job development. It also serves as a bridge between workforce providers and employers, advancing a more connected and responsive workforce system that supports long-term career pathways for DC residents.
